History of LAG Alto Oltrepò
LAG Alto Oltrepo S.r.l.The LAG Alto Oltrepo s.r.l. was constituted in 1997 to carry out the Leader II Programme that was started in 1998 implementing 36 projects in the 5b Area of mountain-Oltrepò.
The overall value of investments was over 1.600.000 euros.
The Local Action Plan developed with Leader II funding involved only a little part of territory and few local actors; it was a test that brought out the need to provide help and information to local operators. Most of them appeared not to know the most useful laws to fulfill projects and funding plans.
The steady activity of this LAG, based on the Leader method of bottom-up approach and non-stop information, allowed to experiment a local integrated, multisector developement plan, implemented through these actions:

Support for aggregation and cooperation of farmers promoting the utlization of the environment.
This action produced a consortium of local rural operators called "Consorzio per la valorizzazzione ambientale dell'Oltrepo Pavese montano" (Mountain-Oltrepo Pavese local enhancement Consortium) that assembles many local operators.

Look for alternative solutions to neutral evolution of territory
This action made an accurate social-economical analysis of territory and a wide reasearch summarized in a huge documentation. This analysis tries to suggest some developement strategies fit to local conditions

Recovering dialog and local arrangement to create integrated routes of territorial developement.
The project produced a great work of analysis of developement opportunities and found those categories of actors willing to start innovative developement initiatives.

Animation and developement of activities to promote cultural identities in local schools
This action consisted of 2 series of actions in schools, with educational activities to develop local and cultural identities in younger people.

Local IT system
This project gave municipalities of the Leader area an Internet connection and email services, together with a website that the LAG uses as a way of communicating all over the territory.

Co-ordination of turistical promotion conducts
The project implemented 60 promotional and cultural events all over the area, together with a huge documentation spread all over Lombardy and beyond.
This project allowed acquiring a very important set of documentation and to create a net of contacts and exchanges with all the cultural entities of the area. -
Unified route system for naturalistic- cultural touring and outdoot sport
The project was prepared by a feasibility study and then a route system was created in 10 municipalities for a total lenght of 130 Kms, with signs and equipment. A guide showing the routes and the territory was also printed.

Bonuses for new young enterprises
This project funded 5 new start-ups in the most disadvantaged areas.

Environmental educational campaign
The project realized an important educational activity in the schools of the province.
Works and reasearches on the territory were made, and a movie and a manual on mountain territory were produced. -
Help in creating a center for aggregation of interests
This action promoted and supported the making of 3 centers of aggregation for local events and to act as a point where local communities can meet.

Promotion and support to the constitution of a Consortium involving rural enterprises and environment operators
This action, tightly linked to the birth of the Consortium for asd iasdaisfoiudfoiudsfo, gave the Consortium much equipment for environment and wood operators activities.

Services for endangered social groups
These actions have been implemented only partially: feasibility studies on remote assistance and company for aged people have been done so far.

Training was made following the requests of the same operators involved, in agriculture, craftsmanship and services.
